No more blanket discounts: New system for traffic summons beginning 2026


The Ministry of Transport (MOT) announced that, effective January 1, 2026, the Royal Malaysian Police (PDRM) and Road Transport Department (JPJ) will implement a new system offering varying discounts based on how quickly traffic offenders settle their summonses, The Star reports.

Transport Minister Anthony Loke said the Cabinet agreed on October 17 to streamline summonses discounts to avoid misconceptions that the law is applied differently by PDRM and JPJ.

This new approach marks a significant shift from previous initiatives, where both PDRM and JPJ had offered separate campaigns with a blanket discount. Instead, the new system implements a fixed, tiered discount rate depending on the speed of settlement:

  • A 50% discount is given to those who settle their summonses between one and 15 days.
  • A 33% discount is given for settlements between 16 to 30 days.
  • The full compound is imposed on those who settle their summonses between 31 days to 60 days.

“It was decided that the summons discount programmes or special campaigns will be replaced by the principle of, ‘the less you delay, the less you pay’, beginning Jan 1 next year,” Loke said.

The new tiered discount rate does not apply to serious traffic violations, such as driving without insurance, commercial vehicle licenses, or using forged documents.

For the interim period, Loke stated that discount offers of between 50% and 70% will be applicable from November 1st to December 31st 2025.

In related news, Home Minister Datuk Seri Saifuddin Nasution Ismail provided context for the reform, noting that a total of RM640 million in outstanding summonses was collected under police discount offers and special campaigns between 2022 and September of this year. Despite these efforts, the country still faces a massive backlog worth RM6.6 billion in unpaid summonses.
