Carsome, Carro among 4 new companies that can now perform vehicle change-of-ownership procedure


The Ministry of Transport today announced four new companies that have been appointed specifically to carry out change-of-ownership procedures (tukar hak milik or more commonly known as “name change”, M.V.15) for private vehicles. These companies include:

The Ministry said that the appointment of these four new companies is meant to alleviate the congestion at Puspakom centres, in line with the appointment of new vehicle inspection centres in February this year, which has effectively ended Puspakom’s three-decade monopoly.

Both Wawasan Bintang and Beriman Gold were appointed as new vehicle inspection centres earlier this year, with the former operating in Port Klang and Gua Musang, while the latter operates in Kuching and Serian.

MOT says that the appointment was made in accordance to the decision of the Cabinet meeting on March 17, 2023, which agreed to open up motor vehicle inspection services to other qualified companies. As such, each of these companies have to adhere to the strict licensing guidelines for the vehicle inspection centres, including having a minimum paid-up capital of RM1 million.

At the initial stage, seven companies were offered to implement the service nationwide, taking into account the “commitment and availability” of said companies. Of the seven, four have taken up on the offer to implement the new service.

The newly appointed companies are required to provide an inspection room/lane conforming to the ISO/IEC 17020:2012 standards specifically for the purpose of implementing the change-of-ownership procedure, along with special staff to carry out the tasks, including inspection of the engine and chassis numbers, roadworthiness, and window tint.

MOT clarifies that the appointment of the new parties are on a conditional approval basis, and are valid for a period of 12 months for the company to make preparations based on the guidelines. During this period, the Road Transport Department (JPJ) will carry out continuous monitoring, and the operating licence will only be granted after the all regulatory and equipment requirements are ready for the commencement of operations.
