Targeted diesel subsidy: transport sector urged to apply for “fleet cards” by 30th April



During the announcement of Budget 2024 last year, the Malaysian government announced that targeted fuel subsidies would be implemented beginning this year (2024), with diesel to be the first fuel category affected. Upon conducting a meeting with fuel provider companies and members of the transportation industry this morning, the Minister of Domestic Trade and Living Costs (KPDN), Datuk Armizan bin Mohd Ali, has expressed the Government’s garner cooperation from members of land transportation associations to encourage and speed up the process of the application of “fleet cards”. This is to make sure that the involved parties will get to enjoy the targeted fuel subsidy as soon as it is implemented.

Datuk Armizan urged companies entitled to the targeted diesel subsidy to apply for the fleet card as soon as possible as the application process can take up to a month’s time. The Minister is also suggesting the involved parties apply by April 30.

Companies with the vehicle types listed are encouraged to submit applications for the targeted diesel subsidy via the KPDN MySubsidi Diesel system platform, linked here. When approved, the companies entitled to the targeted subsidy will receive a “fleet card” to differentiate themselves from parties who are not.

However, he emphasized that the mentioned date isn’t a closing date for the application, but merely a suggested date. The Minister mentioned that parties who apply their vehicles and have them approved early will receive their fleet cards, and will get to enjoy the targeted subsidy immediately once the subsidy system takes effect in the future.

Datuk Armizan bin Mohd Ali has also expressed the Government’s agreement to allow parties entitled to the targeted fuel subsidy to choose up to three fuel providers from two in the past within the MySubsidi Diesel System. This decision will take effect immediately and has been made after considering opinions and feedback from fuel provider companies and the transportation industry.

For those who are unaware, the Ministry of Domestic Trade and Living Costs rolled out the Subsidised Diesel Control System (SKDS) 2.0 on March 6 this year. This involved five petroleum companies, which include Petronas, Shell, Petron, Caltex, and BHP, along with ten vehicle types. The vehicle types involved consist of general cargo lorries, bottled drinks lorries, refrigerated lorries, luton lorries, prime movers, flour tankers, water tankers, and panelled window vans.

Criteria needed to be fulfilled by the applying companies are as follows:

  • The company needs to be a listed company in Malaysia
  • The vehicle must have a valid road tax
  • The vehicle type must be among the 10 vehicle types listed under SKDS 2.0

Thus far, KPDN has yet to provide a date on when the targeted diesel subsidy will be implemented just yet but mentioned that it can happen at any moment. At the moment of writing, prices for Euro 5 B10 and B20 diesel will continue to remain at RM2.15/litre, while Euro 5 B7 diesel will continue to be sold at RM2.35/litre.

Also, it is to be noted that this targeted diesel subsidy system will only be applied to Semanjung Malaysia. East Malaysian states, namely Sarawak and Sabah will continue to enjoy the blanket diesel subsidy as people of the two states mainly rely on diesel fuels.
