The Land Public Transport Agency (APAD) has announced that e-hailing providers Maxim and inDrive will be allowed to continue their operations, but will be placed under a three-month monitoring period effective 24 July 2025.
This decision comes after APAD initially issued a Notice of Cancellation for both companies’ Intermediation Business Licenses (LPP) on 24 April 2025. The notice was due to non-compliance with regulations, particularly the failure to ensure their drivers possessed the mandatory E-Hailing Vehicle Permit (EVP).
Following an appeal to the Ministry of Transport, both e-hailing operators (EHOs) were required to implement corrective measures before the 24 July 2025 deadline to continue their services.
In response, both Maxim and inDrive have since amended their driver registration systems to ensure all drivers possess a valid EVP before accepting fares. As a further measure, both EHOs have granted APAD “view-only” access to their data to facilitate cross-checking with the agency’s own EVP records.
APAD confirmed that a spot check conducted on 11 July 2025 found that all randomly inspected drivers for both companies possessed a valid EVP.
As such, both APAD and the Road Transport Department (JPJ) have expressed satisfaction with the corrective measures taken. Both Maxim and inDrive will be allowed to operate while under the three-month observation period.
During this time, company representatives are required to attend monthly meetings at APAD headquarters to allow for real-time monitoring, where spot checks on drivers can be conducted via the inDrive and Maxim mobile applications.
