KLIA commences full VAMS enforcement at Terminal 1 – up to RM100 penalty for exceeding 10-min grace period

Kuala Lumpur International Airport (KLIA) has commenced full enforcement of its new Vehicle Access Management System (VAMS) at Terminal 1, effective 1st December 2025.

Implemented at Level 5 (Departure drop-off) and Level 3 (Arrival pick-up) at the airport, the move follows a successful three-month trial conducted from 1st September to 30th November 2025.

The VAMS is designed to ease congestion and ensure smoother access to the terminal kerbsides during peak hours. Utilising a License Plate Recognition (LPR) system, it records the entry and exit times of vehicles automatically to manage traffic flow and deter prolonged stops.

Vehicles are granted a 10-minute grace period for drop-offs and pick-ups. Drivers who exceed this limit will incur a penalty ranging from RM10 to a maximum of RM100, depending on the duration of the overstay. Penalties can be paid via Touch ‘n Go, credit card, or MyDebit.

According to Malaysia Airports Holdings Berhad (MAHB), the trial period has already proven effective in changing driver behaviour. Data showed that the percentage of vehicles exceeding the 10-minute limit at the drop-off and pick-up lanes dropped significantly from 50% to 21% during the trial phase.

MAHB Managing Director, Datuk Mohd Izani Ghani, said these results clearly demonstrate the need for full enforcement to ensure smoother traffic flow, which is particularly crucial ahead of the year-end travel season and in preparation for Visit Malaysia Year 2026.

“The vast majority of KLIA users complied, and with full enforcement at Terminal 1 starting [1st December 2025], we are ensuring orderly access so everyone has a fair chance to use the lanes efficiently,” he said.

Drivers requiring more time can proceed to the Short-Term Car Park (15 minutes free) or the Long-Term Car Park (30 minutes free). Alternatively, they may wait at the designated free KLIA Public Waiting Area.
